KCT is requesting bids for Construction Services to complete a large stream restoration project near Snoqualmie Pass, WA. Proposals must include a construction plan, schedule, scope of work, and a detailed budget (see bid table) that meets the timeline and needs detailed in the following RFB.

Questions About This RFB? 

Only written questions will be accepted regarding this RFB. Contractors may send questions to KCT via email to both Mel Babik, KCT’s Restoration Director (mbabik@kittitasconservationtrust.org) and Kelsey Martin Harbick, KCT’s Project Manager  (kmartinharbick@kittitasconservationtrust.org) by 12:00 PM October 8, 2025. No phone calls, please. Questions and answers will be posted below.  KCT is not required to answer any questions that are not pertinent to the RFB or are considered to be proprietary information.

UPCOMING RFB ADDENDUM:  KCT will be posting an addendum by October 3, 2025 that will included a full set of new Design Sheets, and an updated Special Provisions document.  The following updates will be included:
  • Bid Bond Requirement of 5% of the bid amount
  • Performance Bond for the full contract amount will be required
  • Helicopter ELJ, Type 5: Updated max boulder size (potentially quantity) and layering plans
  • Fish exclusion
    • Add clarity that contractor will provide block nets and be responsible for maintenance. USFWS will lead defishing efforts.
    • Remove fish exclusion requirement from RM2-3 plan sheets
  • Plant survivability = 75% for 1 year
  • Clarify wood source/remove “Harvest and stage” from bid item name, note that logs and rootwads from Gold Creek Pond includes harvest and staging effort
  • Clarify that asphalt removal and disposal is incidental to Removal of Structures, as is all disposal of removed structures
  • Add language that allows for flexibility in the gate design

 Gold Creek Valley Restoration Project – Phase 1

  1. Does the project have Davis-Bacon or Washington State prevailing wage requirements?
    • Yes, as this project has both federal and state funds, both Davis-Bacon wages and Washington State prevailing wage laws will apply.
  2. Are there any DBE (disadvantaged business enterprise) or SBE (small disadvantaged business) goals or requirements on the project?
    • No
  3. Are there any bid bond requirements?
    • Yes, a bid bond of 5% of the total bid amount is DUE 5 days after the bid submission deadline
  4. What is the expected bid range?
    • The anticipated bid range is from $10,000,000-$12,000,000
  5. Can the bid submission deadline be extended?
    • No, we would like to stick to the current RFB schedule to ensure contractors have ample time to prepare for the construction season.
  6. Are CAD Files available for perspective bidders?
    • No, CAD Files will only be made available to the selected contractor.
  7. For the Gold Creek Pond, what soils testing and compaction is required?
    • See section 2-05.2 of the special provisions for additional requirements. The Contractor will need to have a Geotechnical Engineer to be able to verify adequate fill placement and compaction. Our main goal is to achieve an appropriate K value/hydraulic conductivity.
  8. For the additive items where material is being imported from the 3 sites, when will we now if those will be part of the project or not?
    • Once we select a contractor, we will have an understanding of available funding and be able to add in the additive bid items.
  9. For the pond cubic yardage, is the onsite fill going in the northwest side and the imported fill in the northeast side?
    • Imported material will fill NW side, onsite material will fill NE side.
  10. What is the turbidity testing and turbidity curtain requirements on the pond fill portion of the work?
    • Turbidity curtain(s) must be installed to adequately meet water quality monitoring requirements. To maintain compliance with Chapter 201A of Title 173 of the Washington Administrative Code, which allows a 200-foot mixing zone from the Project area when flows are between 10 and 100 cfs, the Contractor will be required to prevent any turbidity from extending beyond 200 feet from the Project area within the existing Gold Creek channel through active BMP management and construction methods. To confirm turbidity does not extend further, it is recommended the contractor take turbidity measurements upstream of the project limits regularly to establish background levels and then confirm measurements 200 feet downstream of the project limits is NO MORE THAN 10% exceedance from background levels at base flows.
  11. What work can be done outside of the fish window?
    • The Contractor may begin on work outside of the of Gold Creek as soon as they have all required permits and are able to access the site in 2026. Work that may be performed prior to the in-water work window includes (but is not limited to): staging, installing temporary bridge crossings (with prior WDFW approval), side channel grading and ELJ construction, tree harvest at Gold Creek Pond, and placement of fill within Gold Creek Pond and Heli’s Pond (following installation of fish exclusion and fish removal).
  12. Can the helicopter placements be done outside of the in-water work window?
    • No
  13. Is there a spec on the turbidity monitor requirements?
    • See question 4.
  14. Is there any force account for damage down to the asphalt in the parking lot and surrounding areas due to all the trucking of imported material?
    • No – the parking lot will eventually be removed (not part of this contract).
  15. If rock is encountered in the channels, (which looks like there will be solid rock but there is no geo testing so not sure) and if blasting/hammering is required, is that on the contractor or will that be a change order?
    • Blasting/hammering will not be allowed. We will address alternatives if this occurs.
  16. Can you clarify the quantities in the bid tables on sheet 4? Under pond construction, it says 176k yards excavation and placement. Where is that 176k coming from? We see the import quantities, but is the 176k CY coming from the side channels and the main gold creek excavation? Where it calls outside channels in the bid tables, is that just those specific side channels?
    • See sheet 17.
      For the fill into Gold Creek Pond: 16,200 CY is coming from Side Channel excavation (RM1-2 bid table).

      The 176,250 CY is from the adjacent berms around the existing pond (Pond bid table) See Sheet 17 for the grading overview and further breakdown/description of fill materials:
  17. Will this project be subject to Washington State L & I Prevailing Wages?
    • Yes, we have Federal and State funding involved so we will require Davis-Bacon and Washington L&I prevailing wages.
  18. Is Fish Exclusion required for helicopter placement of ELJs in RM 2-3?
    • No.
  19. Pile Driving Clarification:
    • The contractor must attempt to drive pile with a vibratory side-grip mount prior to changing to excavated rootwads for any given ELJ. See Special Provisions section 6-05.3(17) for additional information. This section will be clarified/updated in the upcoming addendum.
  20. Planting Clarification:
    • Plant materials must be installed to the depths shown in the plans; a stinger is not required but is encouraged. Plant survivability must be 75% minimum 1-year following install; this requirement will be included in the upcoming addendum.
  21. Clarification on Geotechnical Engineering Support:
    • Geotech engineering support is required as part of the fill placement of Gold Creek Pond (only). The contractor must be able to demonstrate adequate compaction of fill materials.
  22. What are the current Permit Statuses? 
    • USFS special use permit- Attained

    • Contractor will obtain NPDES Construction Stormwater General Permit. KCT will provide the selected contractor with a DRAFT SWPPP Narrative and TESC plan that the contractor may adapt for their permit application. NOTE – KCT will NOT be holding this permit; this permit, and all required monitoring for this permit, will be the responsibility of the selected contractor.
